TotalEnergies and Soltec receive Preliminary Administrative Authorizations for 290 MW of photovoltaic capacity

  • Co-developed plants Luminora Solar Dos and Luminora Solar Tres will create 3,314 direct and indirect jobs during construction
  • In line with both firms’ commitment to the areas where they operate, projects include self-consumption offset measures and biodiversity protection
  • The plants will avoid emitting more than 156,600 tonnes of CO2 per year, advancing the Region’s push for decarbonization

TotalEnergies, multi-energy company, and Soltec, vertically integrated photovoltaic company, have secured Preliminary Administrative Authorizations (AAP) for the Luminora Solar Dos and Luminora Solar Tres projects in the Region of Murcia. Both plants, totaling 290 MW in co-development — with TotalEnergies holding 65% and Soltec 35% — will drive the creation of 3,314 direct and indirect jobs during the construction phase. Both projects will use Soltec’s SF7 Bifacial tracker, maximizing energy production.

In total, the plants will avoid emitting 156,600 tonnes of CO2 into the atmosphere and will generate energy equivalent to 165,700 households. The first plant, spanning the municipalities of Murcia, San Javier and San Pedro del Pinatar, will have 200 MW of installed capacity, avoiding 108,000 tonnes of CO2 emissions per year through production of nearly 400,000 MWh. The second, spanning Murcia and Torre Pacheco, totals 90 MW, avoiding 48,600 tonnes of CO2 emissions per year through annual production of 180,000 MWh, contributing to clean energy development for surrounding communities.

In line with both companies’ commitment to driving socioeconomic excellence and protecting biodiversity in the communities where they operate, these projects include social and environmental protection measures.

On one hand, the Luminora Solar Dos project has delivered on the agreement signed by both companies with the Red Cross to install a 22kWp self-consumption plant at the humanitarian organization’s regional headquarters. This will be followed by installations at other public buildings totaling 88kWp. On the other hand, Luminora Solar Tres also plans installations of up to 22 kWp at municipal buildings, bringing the combined total to 110 kWp of renewable self-consumption energy.

Both plants will feature vegetation screens along the project perimeters, made up of native tree and shrub species, to reduce visual impact and encourage reforestation. Fauna protection measures such as nests and bat shelters, along with compensation for foraging and feeding habitat for birds of prey, will also be included. Both companies also commit to monitoring land use within the study area for Bonelli’s eagle and golden eagle.

Yago Mancebo, general manager of TotalEnergies Renovables Ibérica, said: “Our company has made a firm commitment to promoting renewable energy in Spain, and specifically in the Region of Murcia, a community with great photovoltaic potential and major importance for meeting our goal of developing 5 GW of solar projects nationwide by 2025. These two projects will not only help increase renewable energy in the mix, advancing decarbonization of the area, but will also foster socioeconomic development in local communities and the preservation of local biodiversity.”.

“We keep moving firmly forward on our commitment to the Region of Murcia, thanks to the synergies TotalEnergies brings us as a trusted partner. We are aligned in our commitment to delivering a positive return for the communities where we operate, through ecovoltaic values and a firm push for socioeconomic excellence. We believe in Murcia’s distinct value — a region that will absorb more than 3 billion euros in renewable investment over the next two years, creating hundreds of jobs and playing a key role in the decarbonization targets set out in the PNIEC.”, said Raúl Morales, CEO of Soltec.

Commitment to the Region of Murcia

With these Preliminary Administrative Authorizations, TotalEnergies and Soltec advance the plants jointly planned in the Region, adding to other milestones reached in recent months. In January, both companies obtained favorable Environmental Impact Declarations (DIA) for five other projects in Murcia, a milestone followed by the groundbreaking of the Los Valientes plant in the municipality of Molina de Segura.
